South Africa withdrew from the British Commonwealth in 1961 when it became a republic. It was re-admitted in 1994 after the establishment universal franchise.
To mark the country's readmission, Queen Elizabeth visited South Africa in March 1995. Other cultural, sporting and political events were organised to welcome South Africa back into the international community. The choice of Cape Town to host the Eleventh Commonwealth Health Ministers meeting was one such example.
